1. What method did you use to load the hex file onto the Arduino?

2. How many steps per revolution are your motors?

3. Are you positive you don't have a short somewhere in your wiring?

You should have an exact number of each kind. The precision ones have rectangular or perpendicular edges and the standard washers have typically have rounded or at least not perfectly 90 degree edges. Here are some links to design software: Sketchup - TinkerCAD - 123D By Autodesk - You might also take a look at CAM BAM - I've also heard of people trying HeeksCAD and OpenCAD which are free.
