I also submitted a request to the company that runs our web proxies and they unblocked it without any comments about why it was blocked in the first place.

I think it was a spurious blocking.

If the Y is actually 1/2 of what you expected then I would check the settings for the microstepping. If the X is only off a percentage then you should make sure the belts are tight and maybe do some calibration cuts. Draw something that is a rectangle - maybe 2 x 6 - and then mill it out. Measure it...

I didn't look at the shank diameter, sorry. But they do make 1/4" shank bowl cutters.
