UGS has done this for me in 1.08 and 1.09 as well. I find that if I'm jogging the spindle manually and change from Inches to MM, then hit Send, sometimes the g-code will be scaled down just as the jogging steps were. I can cancel the run and change back to Inches, then resend the file and everything resumes as normal.

I ran into this with UGS on a few occasions. I've created unit-specific Z-probing macros that explicitly change to G20 / G21 based on the file I'm about to run. With that as part of my normal workflow, I don't run into the issue any longer.
