I would order several replacement collets from Amazon, keep the best one and return the rest.

what TIR can I reasonably I expect to achieve?

would you recommend buying a few different collet nuts as well, or is it just the actual collet insert that tends to be out of true?

I had two DW660 (returned one) and I was surprised to discover there were obvious differences between the two collet nuts. I forget now exactly what the issue was, but I think for one of the nuts the hole was either smaller or didn't have a chamfer for the collet to seat against. Anyway, it was obvious that one was better then the other because the collet could easily seat itself in the opening. If you have a nut where the collet seems to seat well, I'd recommend just getting some more collets and test for runout. If the collet doesn't seat well, I'd order some nuts also.
