Extruder and machine speed

Came across this:
Machine speed should be somewhere between 16mm to 32mm per second with the default speed of 16mm per second. Some builders are creating faster extruders and going above 16mm per second....

Is that still valid?

Anyone have a good link to a discussion of this?

Has there been a machine design which starts w/ designing the fastest possible extruder speed-wise and builds the machine around that? (Like a P-39 or A-10)
